Sino-Ocean’s FY 2020 results were mixed. Positive developments included the top-line growth, recovery in contracted sales and reduced debt. In particular, the revenue growth demonstrated the company’s good execution and financing abilities. Our concerns, however, centre on the declining margins, aggressive pace of expansion and increasing use of JVs. Furthermore, with attributable contracted sales not disclosed, it is difficult to predict revenue recognition and cash collection, given Sino-Ocean's large exposure to JVs. Sino-Ocean's metrics were compliant with all three thresholds set forth in regulators' Three Red Lines. This puts the company in the green category, with annual debt growth capped at 15% in principle.
