China South City (CSC) is heavily reliant on debt financing, on account of its capital-intensive business model. Despite the upward trend in financing costs over the years, the company has continued to raise expensive offshore bonds. It has breached one of the regulator's Three Red Lines thresholds, with Cash/ST Debt below 1x. As a result, there is a 10% cap on CSC's annual debt growth. The company will have c. USD 970 mn of maturities coming due in 2022 (c. 20% of total debt). It may prove challenging for CSC to refinance the USD 348 mn notes due in February 2022, given the weak market sentiment, contracted sales and liquidity. That said, the company redeemed USD 200 mn of notes in August, and USD 316 mn in September. CSC also repurchased USD 22.8 mn in bonds during July and August. The company may rely on asset disposals or shareholder support for the upcoming maturity in February 2022.
