Our process begins by organizing the universe of actively traded stocks into discrete sectors, then into industry groups. We then apply our technical and quantitative tools to identify developing price trends. Once attractive trends are identified within a selected sector or group, we screen for individual stocks which we believe offer the best risk/reward profile. We provide a historical perspective that often reveals, through our long-term charts, how price patterns often repeat themselves over time.

Emerging market equities have been one of the worst areas to invest in 2021, but we see early signs of positive change. With the US dollar failing to break above resistance at $93.50 and the MSCI EM ETF (EEM-US) displaying a false breakdown at $52, we believe now is an opportune time to add exposure to emerging market equities. To be clear, we are not getting overly bullish on EM; we have favored developed int’l (EAFE) over EM since May, and we are now shifting back to a neutral stance between the two. We see reason to believe the tide is shifting in EM’s favor. Below we highlight attractive and actionable themes within EM.

Market dynamics continue to send mixed signals, but the bottom line is that not one MSCI ACWI Sector is breaking down, and important price support levels are holding in the US, Europe, and Japan. Additionally, the MSCI ACWI, ACWI ex-US, and EAFE indexes all remain above critical support levels. Until supports start to break we cannot be bearish. It is also worth noting that various indicators could be making a turn for the better, including early signs of interest rates bottoming in the US and Germany, a potential false breakdown in crude oil, and high yield spreads leveling-out.

Besides good increase in construction revenue as more projects are under construction, the 42.4% surge in revenue from operation is a very positive trend. A 4.5pp higher dividend payout ratio YoY suggested that management is confident on 2H21 outlook. CEW has an excellent pipeline of new waste water treatment projects, with 26 of them currently under construction and this should underpin medium-term growth. Moreover, tariff hike will be an added driver for 2H21 bottom line. In our view, there is still huge room to growth through M&amp;As and upgrade of existing projects. At just 0.4x P/B and 3.7x PER for FY21, CEW's valuations have well reflected the concerns of weak cash flow and tight financial position and we believe the current multiples have grossly undervalued the stock.
