China is pursuing a Validated End User (VEU) system that would loosen export controls of Rare Earth Elements (REEs) for non-defense purposes. The US uses a similar system for certain tech exports. The VEU would ban exports of REEs destined for US military and allow general licenses for verified customers. Beijing will continue to collect data on end users of its REEs for enforcement purposes.
